that starts with seeing the network clearly: who produces it, how well, and on what
evidence. From there it becomes proof that real-world observations happened, then
real use with the WinLEW community, then communication people can verify.

How to read it
Three phases, five initiatives.
The phases are the order the work builds in, not dates. Each initiative says how high
a priority it is, how far along its milestones are, and whether any of it can be used
today. Open an initiative to see its milestones, what would count as done, and the
evidence for what is already released.

A network is only as trustworthy as what you can see of it. Live intelligence, producer transparency and network health, with every figure traceable to chain data.
